Come to think about it, what's wrong with good-old low-pressure
distillation? With the stuff in hand there should be no difficulty in
getting a good boiling mixture well below 100 deg C at a couple of torrs.
You'll get almost all of simple malonate in the distillate first and the
residue left in the reboiler should be easier to clean. Don't forget to dry
the organic mixture before distillation.

If the chloronitroso compound is stable in hot water (I doubt it) then a
steam distillation will probably concentrate it in the organic layer, too.

More sophisticated means such as pervaporation or preparative
chromatography (liquid or vapor) need to be demonstrated.
